Dr. Kumar has had a distinguished career as a physician, educator and innovative pioneer in medicine. As a result of her work and comprehensive research in the areas of technology to improve the quality of healthcare delivery services and disease prevention strategies, Dr. Kumar has earned numerous awards, recognition and acknowledgments from community based organizations, the White House, HHS (Health/Human Services), CDC (Centers for Disease Control), NIH (National Institute's of Health), Senatorial and Congressional Representatives.
The Congressional Leadership Council named Dr. Kumar "Physician of the Year" in the years 2002-2005. The National Republican Congressional Committee's Physician's Advisory Board honored Dr. Kumar with the "Pioneer of Healthcare Reform" in 2004. In both 2005 and 2006, the "Consumer Research Council of America" named Dr. Kumar "One of America's Top Obstetrician and Gynecologists" in the nation.
Dr. Kumar began her medical career in 1981 and received her medical degree from Osmania University, Hyderabad, India and completed her residency training in OB/GYN at St. Vincent's Hospital, Staten Island, New York. Dr. Kumar has held positions as Director of Gynecologic Surgery at Virginia Institute for Laparoscopic and Laser Surgery at Columbia Henrico Hospital and served as Director of the Mid-Atlantic Microendoscopy Columbia Hanover Outpatient Center in Richmond, Virginia.
Dr. Kumar's exceptional surgical skills and techniques have, over the years, earned not only the respect and admiration of her peers and patients, but also from physicians and administrators representing such renowned hospital systems such as St. Mary's, which is part of the Bon Secours National Healthcare System.
Dr. Kumar has served as faculty for various Gynecologic Endoscopy courses to include Laparoscopic Hysterectomy, Office Hysteroscopy, Micro Laparoscopy and other operative Laparoscopic techniques both nationally and internationally, including Kuwait, Bahrain, United Arab Emirates, the United Kingdom, Singapore, France, Dubai, Italy, Israel, Canada, and India.
Dr. Kumar is the author of numerous articles in medical journals and publications. As an internationally recognized authority in the Science of "Cellular Biotics and Immune Health Management™, Dr. Kumar lectures and teaches classes on Immune Health Management for hospital systems, physicians, healthcare professionals, local, state, federal governmental agencies, and corporate businesses.
Dr. Kumar is the author and co-author of books, such as Creating the Paradigm Shift: In American Healthcare © 2006, Achieving Optimal Health through Intercellular and Molecular Medicine (ICMM) © 2005,The Immunologic Management of HIV/AIDS © 2004 and the Immunologic Management of the Common Cold and Influenza © 2003.
In June of 2004, Dr. Kumar was invited to Washington, DC to make a presentation to senior officials as part of her national healthcare model at the Department of Health and Human Services, in the office of Disease Prevention and Health Promotion; Achieving Optimal Health through ICMM (Intercellular and Molecular Medicine)™.
During this historical briefing, Dr. Kumar also introduced the Alliance's Healthcare Performance Zones concept (Wellness-Optimal Health), (Prevention-Pre-Disease State) and (Treatment-Disease State), which promotes helping individuals to maintain "Optimal Health" which ultimately reduces the national burden of healthcare cost.
Dr. Kumar's is the inventor of "Cellular Biotic Life Kare Systems™ for Disease Management". Since Europe is well known as the leader in medical research and education in the area of Naturopathy, Bio-Energetics, Magnetic Fields and Homeopathy, Dr. Dale chose to fulfill her Naturopathic Studies in U.S.A. and Europe. Dr. Edward Leo Stephen
International Technology and Science Expert and Management of Complex Projects
Dr. Edward L. Stephen is a veterinarian by training with postdoctoral training in pharmacology and toxicology at a US medical school. His initial working assignment was at Ft. Detrick where he was Division Veterinarian in Special Operations Division. In this assignment he played key roles in bioterrorism defense including assessment of vulnerability of limited targets such as the New York subway system and the Pentagon. Later he assumed leadership positions in drug discovery and development for agents with bioterrorism potential, anticancer drugs, and antiviral drugs. During the period 1967 to 1986, he continued to assume management of complex projects. He managed Battelle's Prime Contract to perform GLP toxicology studies in support of the National Cancer Institute (NCI). In this role he was responsible for the evaluation of key scientific personnel proposed by subcontractors to support drug development programs of the NCI. This project also provided many real time tracking systems and data availability tools to the government.
Most recently and for the past five (5) years, Dr. Stephen has been a Senior Project Manager at the International Science and Technology Center (ISTC; www.istc.ru). In this role, he helped to evaluate the scientific experience and expertise of scientists and support personnel involved in the R&D of biological weapons of mass destruction (BioWMD). He has reviewed the credentials and publications of scientists and support personnel of literally thousands of individuals as the initial step of integrating this experience and expertise into collaborative bio-defense research projects between the governments of Russia and the US.
Also during the past 5 years as a facet of establishing collaborative research projects, Dr. Stephen was in direct contact with various elements of the NIAID and NCI in the US. Because of Dr. Stephen's diverse activities under his recently completed position at the ISTC in Moscow, Russia including collaborations with DHHS, DTRA, DoE, USDA, DoS, the emerging bio-defense community including many universities and commercial companies, Dr. Stephen has a unique skill set to assist in the evolving US response to terrorism.
Throughout his career, Dr. Stephen has implemented Quality Management procedures. In his early assignments as well as recently, he paid particular attention to provision of tracking and reporting tools for government and commercial project managers. He also worked for a period of six (6) years as manager of an IT management project to support the US Army Medical Research Institute of Infectious Diseases (USAMRIID) at Ft. Detrick. This project provided access and tracking of drug discovery and development for viruses and other agents on the threat agent list for bio-terrorism. Dr. Stephen helped manage a joint project between the governments of Russia and the US to find and develop new drugs for the prevention and treatment of smallpox infection.

• Clinical trials monitor and regulatory affairs manager for small- to medium- sized pharmaceutical and diagnostics companies.
• Established a network of veterinary schools and departments of animal science to evaluate and document the effectiveness of candidate diagnostic products.
• Managed development of PC-based drug information system to integrate chemical structures, biological test information, and substructure searching and tracking tasks.
• Managed U.S. Army Antiviral Drug Development core contract of 30 contracts including component to support a National Cooperative Drug Discovery Group for AIDS.
• Managed National Cancer Institute project to survey research community to establish requirements of an acquisition/distribution program for biological response modifiers.
• Over twenty-five years experience in the management of pharmacology and toxicology programs which involved both the development of database and information management systems and the coordination and direction of subcontractor and extramural activities.
• Provided all extramural management of toxicology studies for a pharmaceutical company and prepared successful INDs and an NDA while Director of Regulatory Affairs.
• Managed both technical and fiscal functions of Prime Contract to perform preclinical toxicology support to the National Cancer Institute. Results included 17 IND applications, selection of new subcontractor network, and development of new database and communications network between subcontractors, prime contractor and NCI project staff.
• Established government drug development discovery and development program heavily dependent on extramural contracts, interagency agreements, and private sector pharmaceutical company cooperation as Director of the US Army Antiviral Drug Development Program.

Dr. Noori has a PhD in Pharmacology and has practiced Internal Medicine for many years.
Dr. Noori serves on the editorial board for a Compendium of Herbal Medicine from the Department of Pharmacology at the the University of the Pacific in Stockton, California.
Dr. Harvey Gilbert, MD
Dr. Gilbert is Board Certified with the American Board of Radiology and a specialist in Radiation Oncology. He is the founder and Director of the Ben Schaffer Cancer Institute, and is also Medical Director of Oncure with over 100 cancer centers in the United States. He has written textbooks in the field of cancer and metastasis, and has also edited or written over 40 medical articles and is a speaker on topics in Oncology.
Dr. Gilbert has delivered over 40 medical presentations. His teaching appointments include the City of Hope Radiation Oncology, assistant Clinical Professor, UCLA Center of Health Services, Department of Radiation Oncology. He has also been an Instructor of Family Practice at the Presbyterian Intercommunity Hospital in Whittier, CA.
Dr. Gilbert is the Medical Director of the Valley PET Institute and Founder and Director of the Lodi Integrative Wellness Center. He assisted in the founding of the first Inpatient Hospice in California while at Kaiser Hospital in Los Angeles, CA.
He co-authored some 40 articles in the medical literature and edited 13 texts in the Oncology Literature. His military services include serving as a Lieutenant in the US Navy.

Gary J. Mugg has been a licensed member of the California Bar (number 163819) since 1993.
He has over 30 years management experience in all sizes of companies from startups to SBC Long Distance. From 2002 to present, Gary has run his private law practice in San Francisco and has formed over 100 corporations, partnerships and LLCs for clients and serves as legal counsel for more than 50 businesses.
Mr. Mugg is founder, largest investor, and on the management team of Adept Property Management, Inc., a commercial and residential condominium management company in Oakland, California. He is also the Founder and a Principal of Adept Properties, LLC, the managing partner of Dragonwood, LLC. Prior to this, he worked as a Contracts Manager for SBC, where he developed an internet-based tracking system for long distance contracts.
From 1987 to 2001 he worked for Pacific Bell in various capacities including Product Manager for Voice Mail Services where he rolled out their first Voice Activated Unified Messaging Product, increasing gross revenues by 10 percent. From 1997 to 2000 he served as the Product Manager for Inside Wire Services and increased market penetration by 50 percent in 3 years. He received the Company's highest marketing award for this performance. He was a Revenue Analyst and created a reporting system for the CEO and Chairman of the Company, reducing report latency from two months to five days. Mr. Mugg's initial work at Pacific Bell was as a Depreciation Analyst, where he edited the Journal for the Society of Depreciation Professionals, while managing to increase revenue and cash flow by over $10 million annually.

Colleen G. Dick
Mrs. Dick was Office Manager, Bookkeeper, and Co-owner for InnovaTrend, Inc. starting in 1994, where she was responsible for all payrolls, tax accounts payable and receivable, and arranged all telecom, internet, and other office purchasing.
Over the last 35 years Mrs. Dick has provided professional services in Nutrition Counseling, Catering and Event Planning, including Diet Therapy, Athletic/Fitness Nutritional Support, Anti-Aging Nutrition, appropriate Science-Based Supplementation Strategies and Nutritional and Biochemical Principles, with special interest in Complementary and Integrative Health Strategies.
She has recently completed training in Food as Medicine through the Center for Mind-Body Medicine and Georgetown University Medical School. Mrs. Dick served for 6 years as a Faculty Member at Brigham Young University, teaching Food Science and Nutrition. Catherine Coleman, RN, OCN, CPHQ, serves as Healthcare Consultant III for Lumetra’s Physician Office Initiatives in the department of Healthcare Process Improvement (HPI). In this capacity, she led the first physician office based, statewide diabetes care collaborative sponsored by Lumetra from 2004- 2005; led the cultural competency physician office-based training initiatives in 2005- 2008 and was part of the core team that supported physician offices during the development and implementation of new practice level health information technology and pay for performance initiatives funded by the Centers for Medicare & Medicaid services. Since she joined Lumetra in 2003, Cathy has also served as the subject matter expert for all breast cancer related activities with an emphasis on statewide early detection and screening programs. She has also served as Lumetra’s Healthcare Process Improvement liaison with several statewide stakeholder organizations including the California Academy of Family Physicians, American Cancer Society, California Division, the Pacific Business Group on Health Patient Experience Collaborative and the national Breast Health Awareness for Women with Disabilities organization in Berkeley, Ca.
Previous to her role at Lumetra, Ms. Coleman worked as an independent consultant with community and academic medical centers to develop physician-led comprehensive breast centers, providing consulting services to implement, and operationalize breast service programs based on her published conceptual framework to deliver patient-centered, quality driven, research-based, and profitable programs. Based on her extensive experience and network, Cathy was recently invited to serve as one of two guest editors for an upcoming edition of the journal, Seminars in Breast Disease, which will focus on Exploring the Economics of Breast Care.
Ms. Coleman has published extensively on the subject of breast center development based on leadership roles in both non-profit and proprietary settings. From 1991 – 97 she
served as Vice President, Breast Center Development for Salick Health Care in Los Angeles, California.Prior to that she led the development of the pioneering and award winning comprehensive breast centers at Long Beach Memorial and California Pacific Medical Center in California.
Ms. Coleman has more than 28 years of oncology nursing experience and 6 overlapping years in the field of performance improvement and patient safety. She is a California Registered Nurse, a Certified Oncology Nurse, and is a Certified Professional in Healthcare Quality (CPHQ). Additionally, she is a member of: Scientific Advisory Board for the Clinical Breast Care Program of Walter Reed Army Medical Center/Windber Research Institute, Oncology Nursing Society, the American Society of Breast Disease and the National Consortium of Breast Centers’ Advisory Council and Performance Improvement/Quality workgroup. She has won numerous awards for leadership and education in breast cancer care.
She holds a nursing diploma from the Thomas Jefferson School of Nursing in Philadelphia and her Oncology Nursing Certification from the University of California, San Francisco (UCSF). Monica Pal is a cancer survivor and meditation teacher with over 20 years of experience in technology marketing and software engineering. As co-founder and VP of Marketing at LignUp, a (VoIP) communications software company, Monica oversaw product management and marketing communications. Prior to LignUp, Monica managed strategic marketing for enCommerce, an internet security company acquired by Entrust Inc (ENTU). At Entrust, Monica managed global communications and led the re-branding of the newly merged company.
Monica started her Silicon Valley career as a software engineer at Apple Computer, on Apple's pioneering Communications & Collaboration Products team which developed industry first mail, messaging, directory, and security technologies including unified mailbox and single sign-on keychain capabilities. Monica holds her M.S. in Computer Science from the University of Wisconsin-Madison and a B.A. in Computer Science from Rice University in Houston, Texas.
Stephen A. Goveia
Stephen Goveia is a cancer survivor who has a long record of successfully establishing startups and restructuring complex businesses in the US, Europe and Asia. Stephen has served as a corporate officer and management consultant to several healthcare companies including Sybersay, Hanna Global, Miavita, Smart Health Sense, Universal Passage and for the State of California Department of Developmental Services.
As CEO of Sybersay, Mr. Goveia successfully raised several rounds of capital, developed and licensed a number of patents to the hearing healthcare industry. His strategic work with Hanna Global, Universal Passage and Smart Health Sense and for the State of California Department of Developmental Services, have led to extraordinary gains in the delivery of affordable healthcare services. Mr. Goveia was an early advisor and developer of the “go-to market” strategy for Miavita, using the web to raise employee consumer awareness of wellness and healthy living.
Mr. Goveia was a Founding Partner of Madeira Ventures LLC, a management consulting firm, providing start-up consulting to emerging global businesses.
Stephen was a Senior Vice President for Larry Ellison’s and Michael Milken’s private equity firm, Knowledge Universe. As one of the first operating executives, he oversaw human capital development as the Company grew from 13 to 14,000 employees. He managed the integration of acquisitions and helped create 50 companies which resulted in 2 IPOs, 3 public companies and several secondary public offerings.
Mr. Goveia was a Vice President of Sega of America during their dynamic growth from start-up to $1.4 billion in revenue and a 55% share of the world-wide video game market.
Stephen was a key contributor to Coopers & Lybrand's Sand Hill Road Venture Management consulting practice, which provided organizational design, staffing and strategic consulting to venture backed companies.
Mr. Goveia began his career with Levi Strauss & Co.’s corporate development staff transforming the Company from a centralized to de-centralized operation. He established an overseas finance company in Geneva as well as assisted in the growth of their European operations.
Mr. Goveia earned his MBA at the University of South Carolina. He is a CPA and a GPHR, has served on several technology company boards, and is a former facilitator with the Alliance of CEOs. He is a founding Board member of the California Autism Foundation and served as Finance Committee Chairman of Berkeley’s Center for the Education of the Infant Deaf. Mr. Goveia is a frequent lecturer and speaker on entrepreneurship.

Rob Hartwell
Rob Hartwell is President of Hartwell Capitol Consulting, a firm specializing in traditional Congressional and Administration lobbying, business development, fundraising, public relations, grass roots advocacy, and all aspects of Government Relations consulting. Capitol Consulting was founded in 2001 just prior to 9-11 and includes 15 Associate consultants including former U.S. Congressman Dick Schulze (R-PA), Rear Admiral James J. Carey (Ret.), Media Consultant George Hyatt, and Finance specialist, Jim Stanley.
Rob has over 27 years of hands on Congressional, political and legislative experience, serving on Capitol Hill in 1978 and from 1983 through 1993, and for the last 16 years in key lobbying and political leadership positions. Prior to starting Capitol Consulting, Hartwell:
• Served as Vice President of Government Affairs for the Public Relations and Research Firm, Berman and Company, specializing in retail hospitality industry and employment policy issues.
• Was appointed Senior Vice President for Government and Public Affairs for Americans for Fair Taxation (AFT), one of America’s largest grass roots tax reform organizations with almost 400,000 members nationwide. At AFT, Rob chaired a Coalition of 30 major national organizations supporting tax reform called the Coalition for Fundamental Tax Reform (CFTR) and was interviewed across the nation on numerous radio shows.
• Served as Vice President of Federal Government Affairs for the National Association of Chain Drug Stores (NACDS) in Alexandria, Virginia, where he specialized in retail and pharmaceutical issues. At NACDS, Hartwell spearheaded legislation reforming DEA enforcement laws, involved NACDS at the national political level, and increased the NACDS PAC by almost 120%.
• Left Capitol Hill to take a position as Senior Lobbyist for the American Health Care Association (AHCA). AHCA is the largest organization representing long-term care providers in the U.S. at the time, having over 11,000 Members in 50 States. At AHCA, Rob successfully enacted their top Medicare reimbursement priorities, a PPS System that leveled the playing field with America’s Hospitals.
Prior to working for AHCA, Rob was the Chief of Staff to Congressman Dick Schulze, a Pennsylvanian and senior Member of the House Committee on Ways and Means. He was also a Legislative Assistant for Congressman Mike Oxley, an Ohioan and Chairman of the House Financial Services Committee, and he worked briefly for three other Members of Congress spanning a 12-year Capitol Hill Career. Rob also gained extensive experience in the House Ways and Means and Budget Committees working on tax policy, budget, health and other economic issues, and handling media relations.
The veteran of numerous political campaigns, Rob served in 2000 and 2004 as Chairman of the George W. Bush for President Campaign of Virginia’s 8th Congressional District, served on the National Finance Committee of Victory 2000, and in 1997 was Finance Chairman for the Republican Party of Virginia.
In addition to his government relations’ experience, Rob was appointed by Gov. Jim Gilmore (VA) to the Virginia Project Exile Board, has served on Boards including Virginia Wesleyan College (Norfolk, VA), the Gunston Hall School, the International Deed Corporation, as Chairman of the Elizabeth Hartwell Environmental Education Fund, as President of a Yacht Charter business, Executive Services LLC, and as a Vice President of the Colchester Corporation. He also serves as Vice President and Treasurer of a family Limited Liability Company, Hartick, LLC.
Rob is life-long resident of Fairfax County Virginia, a former Fairfax County Planning Commissioner appointed by former House Leadership member, Rep. Tom Davis (R-VA) and former Fairfax County Library Board Trustee. Rob is engaged to Daniela K. Horsman, RN and has two grown children by a previous marriage, Heather and Stephen.
